Subject: Extension of timelines for recording of APARs for the year 2023-24 in respect of Central Civil Services — reg.

The undersigned is directed to invite reference to this Department’s OM No. 21011/1/2005-Estt.(A)(Pt.) dated 23.07.2009 and OM No. 2101 1/04/2023-Estt.(A.II) dated 15.04.2024 regarding timelines for recording of APARs and extension of timelines for submission of self-appraisal, respectively.

2. In view of engagement in ongoing Lok Sabha Election, 2024, difficulties have been reported by the officers belonging to Central Civil Services in sticking to the timelines given in the OMs referred to above.

3. Accordingly, the matter has been re-considered in this Department and it has been decided, with the approval of the competent authority, to extend the existing timelines for recording APAR for the year 2023-24, in relaxation of OM No. 21011/ 1/2005-Estt.(A)(Pt.1) dated 23.07.2009 and OM No. 2101 1/04/2023-Estt. (A.1]) dated 15.04.2024, as follows:

Clarification on Issue of ECB Memos by LSG/HSG-II Post Offices

The SPM will be held responsible that the amount of cash and value of stamps retained by him and his village postman is never unnecessarily large. As far as possible, he must work with balances within the authroised limits and should not retain cash in excess of the authorized maximum, except when this is necessary in order to meet actual existing liabilities. He will be responsible that his BOs are not allowed without sufficient justification, to retain balances in excess of the authorized limits. Whenever the cash balance retained by a SO of three hands or less including the SPM exceeds the authorized maximum, or the total of cash and stamp balances held by BOs is in excess of the total of the maximum cash and stamp balances fixed for those offices, the SPM must submit, with the SO daily account a memo in form PA.20 explaining why it was necessary to keep the sum in excess. In the case of all other SOs the SPM must furnish the reaons for retaining excess cash on the reverse of the SO daily account. The ECB memos should be numbered in a monthly consequtive series and the serial number assigned to the memos should be noted in the remarks of the SO account against the relative entry.

Subject: Enhancement of maximum limit of Gratuity to Central Government employees on reaching the Dearness Allowance rates to 50% - Implementation of recommendations of the Seventh CPC-reg.

The undersigned is directed to refer to this Department's OM No. 38/37/2016-P&PW (A) (i) dated 04.08.2016 regarding revision of provisions regulating pension/gratuity/commutation of pension/family pension/disability pension/ex-gratia lump-sum compensation, etc. in implementation of the Government's decision on the recommendation of the Seventh Central Pay Commission.

2. Department of Expenditure vide their OM No. 1/1/2024-E-II(B) dated 12.03.2024 has issued instructions regarding enhancement of Dearness Allowance Rates from 46% to 50% of the Basic Pay with effect from 1 January 2024.

3. Accordingly, as per the Government's decisions in implementation of the recommendations of the Seventh CPC, the maximum limit of Retirement Gratuity and Death Gratuity under the Central Civil Services (Pension) Rules, 2021 or the Central Civil Services (Payment of Gratuity under National Pension System) Rules, 2021, would be increased by 25% i.e. from Rs 20.00 Lakh to Rs 25.00 Lakh, with effect from 1st January 2024.

4. All Ministries/Departments are requested to bring the contents of this order to the notice of Controller of Accounts/Pay and Accounts Offices and attached or subordinate offices under them.

5. This issues in consultation with Ministry of Finance, Department of Expenditure vide ID Note No. 1(8)/EV/2024 dated 27.05.2024

6. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, this order is issued in consultation with Comptroller and Auditor General of India, as mandated under Article 148(5) of the Constitution of India.

7. Formal Amendment to the CCS (Pension) Rules, 2021 and the CCS (Payment of Gratuity under NPS) Rules, 2021 will be notified separately.

With reference to the above subject, a provisional zone of consideration (ZoC) for promotion to the cadre of Assistant Superintendent of Posts on 'seniority-cum fitness' basis for recruitment year 2024 is enclosed at Annexure - I.

2 The provisional zone of consideration has been prepared on the basis of all India seniority list of Inspector Posts maintained by SPN Branch of Directorate. Any discrepancy with regard to details of officials falling in ZoC, w.r.t. their seniority, date of birth, place of posting, wrong remarks etc may be intimated to SPN-II section of this department via email at adspn.dte@indiapost.gov.in.

3. Recruitment Rules of Assistant Superintendent of Posts notified vide GSR 61(E) dated 01.02.2013 provides following composition of Departmental Promotion Committee:

In pursuance of letter no X-06/4/2023-SPN-II dated 17.11.2023, DPC of Delhi Circle and Karnataka Circle shall access suitability of IP cadre officials working in Directorate and CEPT respectively.

5.DPC shall meet in each Postal Circle (subject to condition that official in provisional ZoC belong to that Circle) and assess suitability of each official for promotion and mark them as 'FIT/UNFIT". While doing so, prevailing instructions on convening of DPC, including sealed cover procedure, etc, shall be kept into consideration. All Postal Circles shall send recommendations of DPC to Directorate latest by 31st May, 2024.

6. While scrutinizing record of employees, following may also be kept into considerations:

7.(a) Service record of all eligible PwBD employees shall be scrutinized.
(b) Certificate may be provided in r/o SC/ST employees falling under extended zone of consideration.
(c) Committee shall mark each official as 'Fit / Unfit' on basis of their suitability for promotion. Officials who are marked 'Unfit, detailed grounds for marking unfit shall be recorded.
Details of cases recommended to be kept in Sealed cover may be sent to Directorate. Further, cases where any penalty is in currency against any official, DPC shall assess the suitability of the official and recommendations of the DPC will be sent along with copy of punishment orders.

8.Circles are requested to ensure completion of DPC and sending recommendations of DPC to Directorate latest by 31.05.2024. (also via email at adspn.dte@indiapost.gov.in.)

Subject: Verification of Educational documents through GDS Online Portal (verification facility) of selected candidates for GDS Posts -reg.

Sir/Madam,

Kindly refer to this office letter of even number dated 11.05.2023, 20.07.2023 and 06.11.2023on the above mentioned subject whereby it was requested to all Circles to verify the marksheet/certificate of GDS candidates from the Digi locker/ Board website, if available online and upload the verification report in the portal by 30.11.2023.

2. The information furnished by CEPT, it is observed that a large number of documents are pending for verification at Circle level pertaining to schedule-I, January-2023, Special Cycle and Schedule-II, July, 2023. These documents are either be got verified from the concerned board physically by Circles or to be verified in the online mode (digilocker/website of the boart) by the respective engaging authorities.

3. Therefore, the Competent Authority has decided to take the following course of actions for verification of the educational certificates pending in the Circle IDs:

(a)For Schedule-l, January-2023

Wherever, the documents are not available in digilocker/online verification not feasible, the concerned Circles (where board exists) may send the document for verification to the concerned board with requisite fee, if any within a fortnight. The Circles (where board exists) would make liaison with the concerned board to get the verification report and upload the same as and when the reports are received.

ii) Wherever, the documents are available in digilocker/verification is feasible online, the concerned Circles (where board exists) to download the list of such candidates and share the details of such documents with concerned Circles, EA wise for verification by concerned EA under intimation to this Section by 11.05.2024. While forwarding such documents to concerned Circle/EA, website/Digi locker details will also be shared so that concerned EA can verify these documents easily online.   

iii) The Circle under whose control the engaging authority lie would forward the above details to the concerned engaging authorities for verification of documents in online mode (digilocker/website) before 15.05.2024.

iv) The online verification will be made by the concerned EAs by 31.05.2024. On verification through the online mode by the EA, the pending documents, where online verification is carried out by the EA would automatically get deleted from the Circle login and only those document would remain in the IDs, which are to be got verified physically.

(b)  For Special Cycle and Schedule-II ,July-2023: -The concerned EAs are required to to verify the pending documents by 25.05.2024 and documents not available in the online platform would be forwarded by them to Circle login (where board exists) and all the pending. 

CEPT has been requested to made available the MIS for monitoring purpose at all levels and to arrange a demonstration of the verification facility in the Portal to the Circle Nodal officers. The Circles are requested to make liaison with the CEPT in this respect.

2. In context to the above, it is to convey that the matter under reference has already been taken up with the vendor for necessary provision in the system. In the meanwhile, Circle may make due payment of the incentive to the eligible salesforce manually. A proper record thereof should be maintained at CO/RO/DO levels for future reference and reconciliation, if any required. Additionally, guard against double payment must be ensured.
